The osha ansi 107 hi vis requirements buyers usually quote come from two different documents, and only one of them is law. OSHA sets the employer duty to assess the hazard and select PPE; ANSI/ISEA 107 defines what Class 2 or Class 3 actually contains.
OSHA ANSI 107 Hi Vis Requirements: Two Different Documents
One is a regulation with legal force. The other is a voluntary consensus standard that a site specification, a client or an inspector turns into a requirement.
| OSHA ANSI 107 hi vis requirements | What it is | What it decides |
|---|---|---|
| OSHA 29 CFR 1910.132 | Federal regulation | That PPE is selected from a written hazard assessment and fits each worker |
| ANSI/ISEA 107-2020 | Voluntary consensus standard | The class, the minimum visible area and the tape performance |
| EN ISO 20471 | EU harmonised standard | The class for EU-bound orders, plus the Declaration of Conformity |
| Site or contract specification | Commercial document | Which class your crew must wear, and any colour or tape addition |
So the class is not set by OSHA directly. It is set by whoever writes the specification, and then proven by the garment label.
What OSHA Actually Requires
1910.132(d)(1) requires a written hazard assessment, selection of PPE against the hazards found, and PPE that properly fits every affected employee. No garment class appears anywhere in the paragraph.
That is why one crew can be fully compliant in a Class 2 vest while the next site needs Class 3. The difference sits in the hazard assessment and the client’s specification, not in the regulation text.
Where the Class Comes From
Class 2 and Class 3 are separated by area: 0.50 m² against 0.80 m² of background material, and 0.13 m² against 0.20 m² of retroreflective material. Our Class 2 vs Class 3 breakdown sets out the full difference.
For EU-bound orders the class language switches to EN ISO 20471 and the paperwork switches with it. Our EN ISO 20471 vs ANSI 107 comparison covers that split market by market.
What to Put in Your Specification
- Class and edition: write ANSI/ISEA 107-2020 Class 2, or EN ISO 20471 Class 2, so nobody substitutes an older edition.
- Tape width and type: state 50 mm glass-bead or microprismatic tape, and where each band sits on the garment.
- Label and documents: the label must carry the standard, the class and the care instructions; request the test report with the first sample.
- Size range: order XS to 5XL where the crew needs it, because 1910.132(d)(1)(iii) requires PPE that fits.
